Major Iqbal only laughed during the most evil moments. Every time Major Iqbal laughed, you knew something absolutely terrible had just happened like this man was exited to show other people how much capable he is in torturing people. People were arguing that his writing was weak in D2 but even in D2 he was pure evil. He showed no empathy and no emotion in both the movies except for the scenes with his daughter.

Do you think that this mentally sick person was wasting his own country’s resources and how a man like him even reach that position???
