I’ve had this desert rose for 5 years. What’s going on? 😂 is everything ok?

“He” hasn’t grown much, never have seen a flower, grows 2-3 leafs a year and that’s about it. Decided to repot him today, I know the pot is pretty big and will make sure to only water at the base of the plant. Is this just how he is?
