This is straight up harassment!
This banner appeared at the top of the web page, and every time I click the up arrow to close it, it opens itself back up. It's not once or twice either, it's *constantly* doing this. Over and over again, every few minutes. It's disruptive, and crosses the line between advertising for premium services and genuine harassment.
