So on my Ahwahnee carrier, I have personal skills like Boimler Effect, traits like Torpedo Command and Control and Greater than the Sum, and active Doffs with things like Cooperative Computing, Free Association, and an Energy Weapons Officer that has a "Chance to reduce the time to recharge when using beam special attacks". Now, some of these don't appear in the tool tooltip for the ability when holding the face buttons. For example, Concentrate Firepower lists my Starship Traits and Space Skills, but not the Doffs, and then Suppression Barrage lists none. Are they still applicable and still have the chance of applying despite not being listed?
