Finished Death Stranding 2. Loved it. But one question is still kinda buggin me and I can’t figure it out.

Lou is confirmed to be BB-00 from the second game, who is Sam’s daughter. But when Sam was removed from his mother’s womb, he was also in a BB pod, and was going to be the original / first sacrificial BB for the experiments. Did they like wait 20 years for Sam to have a kid to restart that experimentation? Part of me is like “Oh yeah Sam’s resurrection started the Death Stranding, so the Death Stranding had to slow things down” but I still don’t really get why Bridget would wait so long? Am I missing something or does it explain this somewhere?
