Gender Recognition Certificate - Advice

Hi everyone,

I'm posting here on behalf of my brother, who has just applied for a Gender Recognition Certificate. They have sent him an email asking for more documentation from the years 2024 and 2026 to prove he's been living as his affirmed gender for at least two years. We've already sent all the medical evidence (such as his diagnosis of gender dysphoria and his prescription for T) and info like proof of name change at his bank, a cert he got from doing a first aid course at work etc.

The request for further evidence comes with a list of acceptable documents to send. Where we're having difficulties is that he's applied for a GRC because the passport office have said he has to have that in order to issue him a password with his name and affirmed gender. He doesn't drive, he's known as his name at his workplace but his deadname is still on payslips, hasn't been a student for years, doesn't have a railcard or a health insurance card, or library card or any supermarket loyalty cards. We've already sent all the documentation we have from doctors, he hasn't seen a dentist for years, he's never needed to see a solicitor (apart from getting his statutory declaration signed--which we've already sent). We've already sent bank statements from the last few years. He lives at home still so doesn't pay council tax, doesn't receive benefits, pay utility bills or have a rental agreement. He's never got a credit report, and the electoral register is in his deadname. His academic docs are all in his old name and date from 5+ years ago.

A lot of the issues stem from him thinking (or been told) that he had to get the GRC before he could change his name on a lot of official documents. He's changed his name on his bank and everyone has known him as his correct name/gender for years, he was a bridesman at my wedding and he is living as his affirmed gender--it's just hard to find evidence that matches these acceptable documents

We're trying to come up with things that we can do now to get more of these documents. So far we've got:

  1. Writing a letter to his employer with his deedpoll and statutory declaration to ask for his correct information to be updated on his payslips.
  2. Writing a letter to his employer asking them for a letter confirming that he has lived in his affirmed gender for x amount of years and is known by his colleagues as his correct name and affirmed gender
  3. Getting him a library card with his correct details

These will help for the documents from 2026, but we're stuck for more documents from 2024--other than sending another bank statement, I'm not sure what else we can do.
