This is not a question but a tutorial. Most of these mint to XP tutorials just give you a wallpaper, theme, and icons but not the cursor (mouse) and sounds. This one is a all in one! The files used in this tutorial are all located here:

(Theme "luna" recommended)
Step 1: Download all the zip files.
Step 2: Go to your home folder and hit ctrl + h and make 2 new folders one called .themes and one called .icons if you don't already have them.
Step 3: Extract the theme zip and move the output to the .themes folder.
Step 4: Extract the icons zip and move the output to the .icons folder.
Step 5 (optional): Set your wallpaper to wallpaper.jpg.
Step 6: Extract the cursors zip and move it to themes.
Step 7: Extract the sounds zip and enter this command sudo xdg-open /usr/share/mint-artwork/sounds and move the output to that folder it opened (This just opens it as root)
Step 8: Hit the superkey (Windows key) and type in themes click on all 4 boxes and turn them to windows XP.
Step 9: Right click the start menu then click configure then click appearance then panel then Type in start then click icon then scroll till you see start here symbolic and click it.
Step 10 (Last one): Hit the superkey and type sound and open it then go to the tab sound and look at image 2 and set it to this.
And your done! P.S. that program in the corner is audacious with winamp interface on.
If you want to use other sounds you have to convert them to ogg first.
