In true keeping with the monkey's paw nature of the wishes, there's no way Ian would have spent even a fraction of that without drawing attention from criminals or the authorities.
He would've been killed or arrested. No one, not even a casino owner can easily launder a billion $. People who win 'just' a few million on the lottery end up regretting it and being tormented for it.
The problem, just like with bear's wish, is that it wasn't thought through. Both of them wished without considering the wording or thinking the wish would really work.
