Overstay fines

I was working for a company in the UAE after my status was changed for an employment visa. However, the company never stamped my residence visa, did not cancel my work permit, and also failed to pay my salary for the past 3 months.

I have already filed a complaint with MOHRE regarding this issue. When I recently checked my immigration status, I found that there is an overstay fine of AED 3,300 for 67 days.

I would like to know whether I will still be required to pay this fine if my work permit/visa is cancelled through MOHRE and I exit the country. Since the delay and non-processing were caused by the company, I request clarification on whether the fine can be waived or reduced in my case.
