Governor issue looking for advice.

Briggs and Stratton 44n677 0065G1. Riding lawnmower.

It was surging after spring start. I replaced some fuel lines, new fuel with additive for cleaning. I cleaned the carb last fall.

Engine was surging much less then turned it on and it ran at full rpm, no throttle control.

Noticed the throttle link had come un hooked and spring broke. Replaced that. Thought this was the issue. Still no go.

The governor arm even when linked didnt move up and down. Checked the springs they seemed to be okay. Governor arm moved up and down manually so not totally seized.

I removed tbe arm to checked bolt connection seemed a bit still, bit of oil. Replaced arm and adjusted and huzzuh success the throttle lever moved the throttle BUT not enough to full idle.

Looked at relized that when I reattached the governor arm I didn't hook tbe idle spring to the plate again. Fixed that. And now the arm again does not move again.

So right now. The governor arm moves the throttle but not to full idle when tbe idle spring isn't hooked but not at all when hooked up.

I'm fairly certain I have the springs hooked correctly at least from.what I can see on YouTube.

Any ideas on what else it could be? Is it possible there is an issue with a the governor itself internally? It's not complete borked because it does move the arm without the spring. Is it possible that it's just not working at full power to country thr tension of tbe idle spring?

Relatively new to engine repair.
