Bought a part worn premium tire with nearly new tread, but previously repaired. Should I return it?

I noticed a small cut in the tyre - no flap but it feels slightly raised underneath the cut. Is this just due to the cut, or is it a bulge? Or maybe it’s the lettering that’s starting come off the tyre? It’s so small I can’t really tell what it is
