NPC AI Patent Seems to Confirm Fuel

I know the patent came out almost a year ago, but I was reading through it and noticed several references to fuel and how it impacts NPC decision making. The patented code below describes all the factors that affect driving choices, but I'm particularly interested in 'fuel_level'.

The amount of fuel in an NPC's vehicle affect's their decisions, implying that NPCs (and possibly player characters) will need to stop for fuel.

Additionally, it seems that 'Fuel Consciousness' is a parameter in NPC's personality, possibly meaning that some NPCs will be more careful to stop and get fuel when they're running low than others.

It's not clear how deep this mechanic goes, but it may be the case that NPCs can dynamically run out of fuel and break down, possibly needing to be towed (potentially one of the 'service vehicles' that 'respond to in-game events' also described in the patent).

Another interesting thing to note was how it described the impact that NPC traffic can have on the economy:

Specifically, the last point: \"Supply chain disruptions affect availability\".

Does this mean that shops will dynamically run low on stock if there are traffic jams, or if the player stops them from making their deliveries?

Apologies if this is old news, I just hadn't seen it discussed in detail.
