Completed the game and have some questions

Can I open that security level 7 door? I spent about 20 minutes trying to set my security level to 7 using cheats and see if there's anything there at all. Also, what should I do with the portal artifact device and its band? Can I now return to base from anywhere on the map, or is it simply useless?
