The rear of my car is making a weird noise. 2018 Nissan Sentra

So ive noticed that my car will occasionally make this noise coming from what sounds like the rear left tire. I visually looked at the tire from the outside and I don't immediately notice anything obstructing it, but im also just a girl and I don't know much about cars. Also, it doesn't make this noise all the time it is only sometimes. My driving and every other function of the car feels normal, just now I occasionally will hear the noise from the rear. Can any mechanics or car people help me out?

I need reactive dog help. Any advice?

So I have two 5 year old female shih tzus. They are very smart and behave really well 90% of the time. They definitely understand words I say and they have good recall off leash when we are outside, but the problem is if they see a dog they go crazy barking and pulling. They are small dogs so they're not super scary, they also aren't mean they literally bark just to bark. I also take them out in public a lot and they love to be outside with me. They are not bad all the time and are actually perfect angels until they see another dog or if a man approaches them.
Additionally, at my apartment I have windows right behind our couch that look onto a main street so they love to people watch. Even from inside if they see a dog they tweak and go crazy. They also do not like men sometimes, not every time, but even seeing a man from inside they will bark, or if we are at the park and a man walks up to them they will bark at him too.
Now, I know a common training method is to give your dog treats if they are behaving and not barking at the subject, my problem is one of my dogs is not super crazy about treats so I know she would not even eat or care about the treat and she would keep barking, my other dog loves treats so I think she would be better, but I also think she would just eat the treat super fast and keep barking. I would love to get them professionally trained but with 2 dogs that would be way out of my budget.
Does anybody have any advice for training them?
