Video not loading

I took a video not too long ago but when I try and check on it, it’s that “still uploading to iCloud” grey square with the cloud logo in the corner of it. I’ve restarted my phone, tried a couple methods like duplicating it or airdropping to myself but nothing worked. Any advice?
(Note: I have an iPad and iPhone 16, but not a Mac)
