AITA for taking away my sister's cat

I (28) got a 2yr old cat back in 2020 and named her Madison. I then moved across the country back into my mother's house for 2 years while i was sorting things out. My sister (16yo) wanted a cat so i found one on FB, drove to get said cat, brought her back, gave her to sister. Sister didnt want the new cat, she wanted my Madison. I kept the new cat anyways and she is now named Maevis. I moved out of my mother's in 2022 and my sister wanted me to leave the cat there. I was hesitant but loved my sister enough to let her watch over my kitty. In 2024, my mother had a baby which stressed out Madison real bad so I had her put on an anti-anxiety medication (which I found out they never gave her). It's now 2026, my sister is 20. My mother, her boyfriend, their 2yr old, and my sister manage to over and under feed Madison... she gets out of the house constantly because they leave doors and windows open or dont look for Madison first... Madison's anxiety is so bad she is chomping/licking her legs bare (hairless legs on an otherwise hairy cat)... my sister has a serving jobs that keeps her quite occupied and a social life that steals the other half of her time...From my perspective, it seems its time for Madison to come back to my place but i've let it slide every time because "they'll get better about taking care of her".

The current issue is this: Madison got a foot injury 3 or 4 weeks ago. I said "someone needs to bring her to the vet" and they said they would. Im just finding out today that she still hasn't been brought to the vet and her behavior is all over the place. She's overly vocal, her legs are even more bare (not even peach fuzz), shes cuddly (which is weird for her, shes a loner) and other little things. Sister claims, "i dont have the time to take her".

Do i bring the cat to the vet and then to my house. Or bring the cat to the vet and then my mothers.

They say i threaten to take her every time something happens but im not trying to threaten... im just trying to look out for my cat who wouldn't have any of these issues if she was just ... with me.

Don't want to overreact or hurt the relationship. What do I do? How do I not hurt my sister? How do I protect my cat?
