Is there a recommended player level? What is everyone using? Same old " as high as you can"?

I've been running p3. Cleared act1 and halfway through act2 . Plenty of t5 heralds. Every 4th one seems extra strong and takes a while to kill. No sunders yet but, I know rng is rng. Just wondering if there is anything to up the odds a little.
