Tips to "fix" my abandoned outdoor fish tank.

This is my cement fish tank I have outside which was passed onto me from my brother after he left for his work (ship). I pretty much put a few different plants, added some more different guppies and made a doohicky to stop it from overflowing and just left it abandoned. Now the base is just mostly poop and decayed plant. There somehow are some fishes in this and want to fix it up. But it will prob be abandoned again so I wanted to make adjustments to make it self sustaining and better to look at.

(Currently I have a bunch of guppies , a black knife fish which lived beneath a pot where the plants are in. I also have a half blind shark and a pleco which I want to get rid of but don't know how)
