In regards to the assimilate cultures debate, why shouldnt we just accept all the cultures regardless of the debuffs it generates?

The debuffs affect the ability to assimilate cultures ( culture influence) but that doesnt matter if you just accept all the cultures
The only tru downside is the longer Claim building time and the fact you cant accept cultures with low % of total population.
But these downside seem not big if you can just get a hell lot of more cores
