Sewing Inlay of VERY Steep Scalloped Edges : Can I make it work, or should I chance my approach?

Trying to sew some extremely steep scalloped edges in a cutout for an effect I'm trying to achieve for a character-based project. I did one Successful Enough test, but each subsequent iteration just keeps getting worse. Probably a patience issue on my part but I also feel like the pieces just aren't lining up as well.

Pictures taken are after I tried a second method at getting things to work, with results I'm not happy with. Included is my Successful Enough test as well for an idea on what effect I'm going for (yes, it was foolish of me to use my actual fabric for the test :')).

Any advice, ideas, or ways to get this to work? Cutting it into individual panels for each scallop section is not an option, and neither is cutting the red in half. Looking for a true inlay solution.
