I've tried forcing rebels to... well, rebel, but I never can. I've even put Assimilation to the lowest possible rate and Assimilation cost to 500% but it never works. I use propaganda and Support Rebels-- revolutionary risk at 99% but it never happens. I try to fund other nations to declare war on my enemies as proxy wars-- never works. What am I doing wrong?
