Setting up my Wacom Cintiq Pro 13

So one of my friends gave me this Wacom Cintiq Pro 13 for free as I want to get into drawing on a tablet and I feel like an idiot but I need help setting this up.

I originally thought that I just needed to connect it to my computer but then nothing happened. I then I thought I had to connect it to a wall outlet but once again nothing happened. All the stuff online aren't really clear on what exactly is needed to set this up, even Wacom's website is not able to play their video on how to set it up.

I took it to a repair shop and thankfully they just said that I just need a good wall outlet for it. So now I'm confused on how to get this turned on and connected to my PC. I'm looking at adapters but I don't know which one I need to get. Also which port is for what as my friend didn't have the box or anything.

Any help would be greatly appreciated!

Surface Book 3 monitor to monitor connection

I was wondering if anyone could help me recommend a solution to this question. I have the Surface Book 3 and want to get back into drawing. My issue is that I don't like drawing with a mouse and want to use the monitor tablet like a drawing table that it was designed for. However I want to still be able to have the monitor be connected to my docking station so that I can use my other monitor for other things while I draw on the monitor tablet. Is there any type of cable or way in which I can connect the monitor table to my docking station without having to reconnect the monitor to the keyboard?
