What if there’s a hard limit to the amount of money a person can earn in the Philippines?
Tipong any amount beyond the limit (example: Php50million a year for natural persons and Php 1billion a year for corporations) will be taken as tax.

What if only graduates of the public school system were allowed to take the UPCAT and other State U exams?
A lot of discussions have been made about how wealthy students have resource advantages in standardized testing which include State Universities entrance exams resulting in less wealthy students being denied access to these institutions.
What if, instead of drawing arbitrary lines on who is considered too wealthy to study there, just make one requirement— be a product of the public school system.
This would make students of means need to make a choice, go to a different HEI, study so hard they make it to a science high school to qualify for State U, or transfer to the public school system to be eligible for State U.
