We have this recessed plastic barrel in our yard, and we cant figure out what it is for. We orginally thought it was a fire pit, but after 8 months it hasnt drained at all. Utilities says its not theirs.

Its made of hard plastic, like what horse feed barrels are made of. Diameter is 21 inches. Its deep, 20 inchs, and the water is at 18 inchs. I have never seen the bottom, but it feels uneven.

Any ideas? Location is eastern NC.
