Would spell attack item modifiers break the system?

Good night, pf2e sub reddit!

I came here to ask something that have been bothering me for a while. Currently I'm running my first campaing and my players just hit level 11. During the campaign, I gave the players runes for their weapons and now all of the martial players have +2 weapons. But we have a wizard on our party, more specific a Unified Magical Theory wizard.

But every single fight for the wizard has been a pain, he just does nothing most of the time as he would like to deal damage. I'm trying to make it fun for everyone, but the wizard just can't hit a single spell. His spell list is not super optimized, he doesn't seem to be following a guide, he just takes the spells he reads and likes the most, and the majority of his spells are spell attacks. I'm letting him add the runes modifier to the Hand of Apprentice focus spell for now, but he can only use 2 of these attacks for every fight since he only has 2 focus points.

I tried looking for an item that would give him an item modifier to his attacks, but I couldn't find it.

Since yesterday they just hit level 11, he chose disintegrate as one of his new spells. And since wizard is way behind on his modifier to hit, I kinda want to give him an item that would give him a modifier for that. Would I break the system in any way if I gave him that? Why Paizo never did an item that would add a +1, +2 or +3 modifier to spell attacks?
