I’m sure the town existed before the raccoon city incident (the hotel for example) so the townspeople know what happened. Or if they believe what “really happened”. The barricade we see before entering the city center was to keep the outbreak contained, but we see plenty of zombies out in east raccoon city. So what’s to keep them contained and not wandering over to wrenwood? I’m sure some people (either hikers, campers, or just curious people) came across a zombie near the woods outside raccoon city. So the notion that the outbreak is truly contained is kinda fake news. I hope a sequel or even a dlc explores this idea out more.
