Next character to lvl 70

Any recommendations to level up characters? I leveled 24 first as she is multi purpose, but who should I go next?

Kath for another chaos dps,

Wanda for counter gameplay,

Tulu for tentacles,

Miryam for ult generation,

Thais for mommy, (I really don't know how to play caro well)

Or is there a character support or sustainer goes anywhere and it's good?

For the past few weeks my mobile data feels very slow and will cut connection at times, even when not moving around at home. Is there a way to fix this? I only have this device for a year or 2, primarily using for games and YouTube.
