This time on: Why Can't I Build Here?

I already placed the fishing quay between the dyes and the pearls and planned to harbor out to the nice market spot. The game made me complete the quarter before I could start a new district, and after that, I could place districts like normal. This is a town, so it's not like there's an empty district I started building on that needs to be completed first.

Does anyone get military value out of walls / Fort Towns in antiquity?

I feel like I only ever build walls for the tourism in exploration or if I have bonuses to walls like with Charlemagne or Normans. Don't tend to build them in the capital because by the time I have production to spare, it makes more sense for them to be in the frontier, but you have to purchase them in towns. And that's if you have the foresight / aren't too greedy that you actually buy them in advance, because you can't purchase them while under siege from what I can tell.

Just wanted to know if I'm missing out on some value somewhere, or cool ways to play that makes more use of the mechanic.

Is this a bug?

Captured settlements retain their previous leaders' abilities. It's Ashoka's settlement, and it looks like it's giving me his +1 happiness adjacency for improvements. (It's actually +2 for reasons I don't understand.) This happened earlier where I went to build an altar in Lafayette's Paris, and it was going to give me 6 food. That was his Pantheon bonus, but it also gave me my Pantheon as well.
