Need advice with little brother being a bully

Hello, I just learned today that my little brother Is a bully. I saw a video of him hitting a classmate thats tiny compared to him out of nowhere and punched the kids head 21 times. The poor kid had no way of protecting himself since he wasnt ready for It. Apparently my parents knew why he was suspended but didnt know the extent of his actions until I made my brother show me the video since I wasnt aware of anything. Prior to me interfering in the situation , my parents only banned him from hanging out with his friends but after seeing the video I felt like that was absolute bullshit and took his phone since my little cousin told me that he was doing a Q&A on snapchat.(Note: He still had a smile when he showed me the video of him beating the kid.) I screamed at him and showed my mom the whole video since he previously only showed a tame version of the video. My mother was dumbfounded on how he could even do this when my youngest brother Is the same size and height as the kid. I decided to stay at my mothers house since they are going to talk with the school director and the kids parents and I want to be there so that he receives the appropriate consequences for the actions that he voluntarily made. Now I just dont know what to do for him to reflect on his action. I already took his phone but that wont last a while since his father will ask for It back and he will be defending him instead of making him accountable.
