No acknowledgment from employee re: NTE with preventive suspension

Hi! I would like to know your thoughts.

For context, I sent the NTE to the employee’s (EE) work and personal email address. EE still hasn’t given acknowledgment and is currently unresponsive to calls, texts, and emails. Unauthorized absence na rin siya for 2 days, including the supposed date ng admin hearing absent siya, so I decided to call the EE’s emergency contact first to confirm the location of the EE so we can personally serve the NTE but the emergency contact did not answer the call. We have the address of the EE in our records but apparently, palipat lipat siya and we can’t pinpoint kung saan ang current address niya.

Then, I received a message from EE to stop calling the emergency contact since it is considered harassment daw and the situation is not considered an emergency. The reason behind the NTE is due to the EE’s negligence.

Is this really considered harassment?
