Police asking to modify registered rent agreement during passport verification. Anyone else faced this in Mangalore?

Asking for brother.
Recently moved into a rented 2BHK in Surathkal and during passport verification, the local police are asking him to create a new rent agreement by changing the landlord's address to the rented property address, which makes zero sense to me. He had submitted all other required documents to the police officer.
The current agreement is a properly registered e-Stamp document (Government of Karnataka) with the landlord's actual home address. Changing it would essentially make the document fraudulent.
Has anyone faced something similar during passport verification? How did you handle it? Did you:
- Just comply and make a new agreement?
- Push back and talk to the SHO?
- Escalate somewhere?
Any advice dealing with Surathkal or nearby police stations would really help. TIA!
