I see some people can just tap in, but some people need to ask the driver to purchase the ticket, what is the difference? Why they can just tap in using contactless?

I know there are different bus operators like arriva, uno, etc, are they have any difference?

I will move to Watford and I heard that they have huge differences compared to london buses. In London, I just tap in with my oyster, and I don’t know how to pay on local buses. I wonder that if I have to ask to bus driver to purchase tickets on the bus.
