How am I getting this out ? The trusty mole grips failed me, too soft ! Whats the best "easy out" set to get if that's the only way ?

Hi folks ! I am doing a rebuilding project and im replacing these plates, they were originally riveted at the top end through both pieces of ply and bolted through the transom at the bottom of the outer plate ! Whats the best way to replace the top rivets ? Do I just rivet them again ? Im not sure what kind of rivets i need to get a flush finish both sides ! Also should I fiberglass over the top while I fix that small crack ?
