Paying full rate despite European Health Insurance Card

Hello,

I am a Belgian student living in Germany since 4 months to learn the language. Since I am still a student and not working in Germany, I am still under my mom's insurance in Belgium.

I am pregnant and a week or so ago I had slight bleedings, so I took an appointment with the gynecologist. I had prepared my Belgian ID and my European Health Insurance Card, but they seemed so confused and didn't know what to do with it at all. They made me pay the full rate (83€) and told me that I had to go to any insurance in Germany, give them my European Health Insurance Card and that while I was staying here, they would take over, reimburse what I just paid and pay for the next appointments.

I found that a bit of a weird explanation, but still went to AOK and they simply told me that they couldn't do anything for me since I wasn't registered with them.

I then called my insurance in Belgium and they told me that technically I should just give my European Health Insurance Card to the doctor and pay the same rate any German would pay and that it is definitely not normal to pay the full rate. They told me that since I already paid, I could send them my bill and they would cover a part of it (only 20€).

A few days ago I had very heavy bleedings and I thought I could be having a miscarriage, so I went to the emergency. And I was completely shocked because when I gave my European Health Insurance Card and ID, they again didn't know what to do at all and told me to pay 450€ before they could even start treating me or else I would have to wait until Monday to see my gynecologist again. Luckily I have some savings, but if I didn't have it, I wouldn't even have been treated, which sounds crazy to me since I have all necessary documents and that I should be insured at the same rate than a German.

I have another appointement next week since the bleedings haven't stopped and I don't really know what to do anymore since I am not made of money and I can't keep paying huge amounts with no guarantees of being fully covered. I live in Leipzig, so not a small city where they've never seen a non-German.

Any suggestions about what I should do, who's responsible for my insurance and what to tell the doctor/German insurance?
