I'm using the latest version of RetroArch, and Monster Hunter Tri runs at 20 fps. I have the game resolution set to 1x. I thought it might be because I'm using a laptop with a 4th generation Core i5, but I decided to try the standalone version, and there the game runs at a stable 30 fps, and I can even increase the resolution to 3x.

Is this a core issue, or is there anything I can do to improve the emulation?

Honestly, I'm so used to how simple and centralized RetroArch is that I wouldn't want to change it.
