WIBTAH for reporting neighbor's reservation of parking for contractors?
We have a 1-car garage, which we park the family car in, so I park our second vehicle on the public street. My immediate neighbors both use the curb space next to our house. So I usually try to park on the opposite side, which does not have any driveways (just uninterrupted curb).
A few months ago a neighbor who lives across the street (i.e., where I like to park) had their retaining wall collapse and fall towards the sidewalk/street. It laid like that for a few weeks, but the neighbors eventually got a contractor to clear the debris. The contractors come intermittently during the workweek to trench the area and build a new retaining wall. Work is slow and inconsistent; they still haven't poured any concrete so who knows how long this will go on for. Rather than contact the city to reserve street parking, though, the neighbor sets out several cones to reserve space for the contractors. The cones are out 24/7 (they take up about 2-3 parking spots); it's been like that for months but I didn't have a problem with it until a few days ago.
Last Saturday I got back from grocery shopping and parked next to (but not between) the cones. After donning grocery bags like a donkey carrying supplies to a remote mountain village, I hear a voice calling to me from the second floor. The neighbor asks whether or not I can see that they're working on their property, and therefore, that I should move my car. I respond that I'm not between the cones they have out. She says they need more space because the contractors are coming on Monday. I tell her that I'll move my car before Monday morning. She asks whether or not I'll be around to actually to do that. I respond I live just across the street so yes, I'm close enough to move my car. She says I should park on my side of the street. She keeps muttering but I walk away because I am still laden with groceries.
At first I was confused, but with time I have become more frustrated. The neighbor (or their contractor) should have paid to have the city put up parking that reserves the necessary area during the appropriate times. It would then be a simple thing to have anyone blocking access during the workweek cited/towed while still allowing folks to use the spots outside of working hours. They chose not to do that, which I don't really care about, but it seems ridiculous to say I cannot park *near* the reserved spots on Saturday because the contractors are scheduled to come on Monday (spoiler: they didn't. They didn't come on Tuesday, either).
I did, in fact, move my car on Sunday. But all that meant is other folks parked near the cones. I'm not sure if the neighbor also insisted they move. Since then, the neighbor has additionally set out their garbage bins to reserve an additional space or two, such that the cones and bins take up over half the block.
WIBTAH for reporting the issue to the city such that the cones/bins are removed? I feel petty because I can still park a block or two away (and I have), so this feels more like retaliation than a genuine need.
