I practically can’t grow facial hair so I only shave twice per week. With that being the case something expensive is the last thing I need. Any recommendations for something cheap that gets the job done?

I will turn on my PC whether it be in rest mode or completely shut down and the monitor will show the Acer logo slowly flashing on and off. I will move my mouse around, click, press keys and it won't show anything else. Then I enter my passcode, even though I can't see what I'm entering, and everything will be good to go. Any ideas what is happening?
