Lights flickering through entire house, coaxial cable burning.

Hello everybody. After all of my efforts of research and having people come over im going to see what you guys think.

My house has had an issue where my coaxial cable burns up. This happened last year and shrugged it off, had it replaced and worked fine again. Then this year again burned up again, internet company said its likely an electrical issue and didn't replace the cable.

So we call the electric company and they come out and check the meter. They said everything was good on their end and that we were getting 260 volts. While all of this is going on we notice in our house that anytime we turn on anything appliance wise or even a hair curler, the lights would flicker and dim. They would then stay dim until said thing would be turned off. I did some research and im hearing a lot of talk of a bad neutral or ground. While also looking into the coaxial cable I see a lot about getting the electric company to check the pole for corroded wires.

We call the electric company to come and check the poles. My wife who was home most of the day never seen them show up. I call them 2 days later and they claim to have been there the day that I called. They wouldn't confirm to me that they checked the pole. All they would tell me is that everything is good on their end and was put in all caps.

Now today I had an electrician come over to check out the issue. The coaxial cable burning had him and all of his co-workers stumped saying they had never seen that before. He continued to check the panel and found no loose nuetrals and also checked all of the voltage. He couldn't find any issues at all himself and hes not the first electrician I have talked about this issue to.

Im getting on here today to ask if anybody has seen/had this issue before and how they got it resolved. Any help would be greatly appreciated. If there are any questions at all please ask. Thank you!

EDIT: I'm also going to add this because I forgot. I had a space heater downstairs that when turned on the internet would go out. When I went outside the cable would've started smoking. Whenever I moved the space heater to the outlet on the wall nearby it didnt cause the internet cable to burn up. The electrician pulled the outlet that did this and didn't find any issues.

What did the internet in and made it fully stop working was when my brother played on a ps5 in another outlet that is upstairs. The internet went out that night and never came back on. I checked the internet cable and it was basically ashy at that point.

EDIT 2: Unfortunately I cannot add more media to the post since it was already made. For more context of frequent questions.

The main power is coming from underground.

A month ago "the beast" was hooked up and came back fine.

There is only one panel as shown in the picture.

Outlets in the house appear to get overloaded whenever something is drawing lots of power. (Washing machine has caused this)

Washing machine durring first and last cycle causes lights to flicker constantly not the point of going black but dimming. Also upon starting the washer initially ive been in the kitchen and the lights practically shut off all the way and do a slow re brighten over about a second period.
