So in order to get this ticket you need to repeal the 22nd Amendment by getting a red revolution in the midterms, pack the Supreme Court with ultraconservative judges, and have a moderate approval rating. Then Obama and Clinton will be the leading candidates, so to unlock Bush you need to go full populist, isolationist, and have loyalist cabinet. Then he will become the nominee with Michelle Obama as his running mate. He's a moderately difficult candidate. He takes up votes in the South, but you gain a lot of votes in traditional dem stats like Minnesota and Oregon which you should target.
