I want to recreate this top, and I have the body pretty much figured out (although I’ll still take any tips) but I am stuck at the collar. It has the effect of ruffles but doesn’t look like ruffles to me. What do you think? This is my first time making something from scratch/without a pattern so any help is greatly appreciated!
