After the recent announcement of the Gemling legionnaire changes I got the idea that instead of having gem levels on gear we have gem quality on gear. Would that be just as unbalanced as gem levels is currently? Sure it would likely be mandatory on Gemling builds that focus on the dual quality modifiers. It would be a fun and interesting way to scale skills that's not only dmg.

Tell me what you think. (I know there would still need to be regular balance adjustments if we remove +gem levels from all sources/ 99% of all sources. But in terms of a replacement modifier I think this one could be a fun one that still modifies the skills).
