What's going on with this bay tree?

My flatmate has a bay tree (outside the flat thankfully) and it's been struggling a bit recently. I turned over the leaves and found these little brown scabs? bugs? unsure!

It's light levels aren't great, but it manages fine (I moved it slightly recently so it has more light, hence 8 think why the new growth is looking better than the old), and it's watered once the soil is pretty dry.

How would you get wall plugs or similar into a wall that has concrete under the plaster?

Long story short, the walls of my flat have a thin layer of plaster (like 2cm) over straight concrete. This isn't super unusual, but it does mean that my usual small drill isn't touching the hard stuff, so I can't get a hole, and therefore wall plugs into the wall far enough to put up a shelf.

I have a friend with an impact driver I could maybe use? Or is this Ask A Professional territory?

Unhappy Alocasia

Hi all! I got an alocasia very recently with an aphid problem, did the whole quarantine and rinse them off routine, made sure they were free for a few days, and then moved it to a sunny, south facing windowsill. I watered them once while here, but not since.

I noticed the leaves were looking patchy and feeling almost flimsy, so today I moved them to a more west facing windowsill for fewer hours of direct light, and changed the potting mix to have more pearlite because I read they're prone to root rot. I see/smell no signs of rot, but the mottling of the leaves concerns me, is there anything else at play here or can I do anything else to help?
