JetBlue threatened to deny boarding to my 84-year-old grandmother (wheelchair, valid B1/B2 visa) unless we bought a return ticket in 15 minutes

My grandmother is 84, uses a wheelchair, and had a valid passport and B1/B2 visa. As far as I understand, there is no blanket requirement for B1/B2 travelers to have a return ticket before boarding a flight to the U.S.

At check-in, a JetBlue agent told her she couldn't board without a return ticket. She called me from the counter, upset and scared. I asked why, B1/B2 visa holders aren't under the same return-ticket rule as ESTA/visa-waiver travelers. No clear answer, just: buy a ticket or she misses the flight. They gave her about 15 minutes before the counter closed.

My grandmother has mobility limitations and was already anxious about traveling. Hearing her on the phone, scared she was about to be stranded at 84 years old, was awful.

I bought the return ticket over the phone right then just to get her on the plane. Only after I sent proof of purchase did they let her through.

JetBlue later issued a partial refund, with no explanation of what policy was actually applied, or why it applied to her.

So, is this a documented JetBlue policy, or did one agent make a call that shouldn't have happened to a disabled 84-year-old traveler with fully valid documents? Anyone else dealt with this on a B1/B2 visa?

Didn't expect this to blow up... I will update if JetBlue responds.
