Are new houses over engineered and I turn making them too expensive?

I sometimes wonder about new houses. "Yes" they are so much more efficient than houses built even as recently at 20 years ago but are our new and very expensive, regulation "A" rated houses really needed in a time when we have a serious housing crisis? Surely we could do with lowering the regulations so as to produce cheaper houses in these times.
