Huge update on the Rebel Train thing

It turns out that The Rebels have multiple old steam locomotives, countless of them patrolling city 17 and other cities as well, it seems as if they’re planning something, from what I could gather the operation they’re planning has been code named “Railbust” still don’t know the objective though. Has anyone else seen these trains or have any idea on what’s going on? I’ll try to keep you posted.

I found the same locomotive that I found at the coast parked outside my apartment, and it looks like the Rebels own it, I tried talking to one of them about it and they told me that it was none of my business, any idea on what they could be up to?
