Captain Kroshik is going on vacation
His ship from last year now has access points for him so he could come and go as he pleases. The foundation's specialists fitted Kroshik with a GPS tracker so they would always know where he is. Unfortunately the seal did not magically decided to to return to his natural habitat and seems quite pleased with the current arrangement so far.
