Can the usual “man fucks woman” dynamic actually be reversed?

There is something I have wanted to ask for a long time. Because it involves sex, I have never really felt comfortable talking about it with people around me. I also don’t know whether other people will understand why this bothers me so much.
For a long time, whenever I saw heterosexual sex portrayed — in movies, porn, or even everyday language — I felt uncomfortable without really knowing why.
Eventually I realized that the same pattern kept bothering me:
the man acts, and the woman receives.
The man touches her body, stimulates her, controls the movement, and makes her react. The woman may enjoy it, but she is still very often the person whose body is being touched, exposed, acted on, and sexualized.
And I started wondering: why does it always seem to be this way?
Why can’t the woman be the person who looks at a man’s body with desire, touches him, stimulates him, controls the movement, and enjoys seeing his body react because of what she is doing?
Later, I found female-led sexual content. At first, that actually made me feel relieved. It showed me that the usual “man does / woman receives” structure was not the only possibility.
But then I noticed something that made me anxious again.
A lot of the clearest examples of “woman doing something to man” involved femdom, BDSM, pegging, or the woman wearing a strap-on.
There is nothing wrong with that. But I began wondering:
What if the toy is removed?
Can a woman still use her own body to be the active partner?
Can she touch and stimulate a man, use her body against his, and make him the person being desired and pleasured — without having to borrow a penetrative object in order to become the “doing” partner?
Sometimes this thought genuinely scares me, because I start wondering whether female anatomy itself somehow pushes women back into the receiving role once the toy is gone.
And this leads to another question that has been bothering me just as much.
Why is a man actively touching and stimulating a woman simply treated as normal sex, while a woman actively touching and stimulating a man so often becomes femdom, role reversal, BDSM, or a kink?
Why does male sexual desire get to look like:
“I want her body. I want to touch her. I want to make her react.”
while female desire is so often portrayed as:
“I want him to touch me. I want him to do things to me.”
Do women also naturally feel:
“I want his body. I want to touch him. I want to stimulate him. I want to see him feel good because of what I’m doing”?
I really hope the answer is yes, because I don’t want to believe that active, outward-directed sexual desire somehow belongs more naturally to men.
There is also one final part of this that matters a lot to me: penetration.
Many women can experience strong pleasure or orgasm through external vulvar and clitoral stimulation without vaginal penetration. Penetration is also not equally pleasurable or comfortable for every woman.
So this makes me wonder:
If penetration is not necessary for female pleasure, can heterosexual sex work in a completely different way?
For example, if there is no penetration and no toy, can a woman use her vulva/clitoral area and body movement to actively rub against and stimulate a man’s penis, while also receiving enough external stimulation herself to enjoy it or orgasm?
In other words:
Can there be a genuinely female-led heterosexual sexual interaction where the woman is actively pleasuring the man, the man is the one being stimulated, and both people still experience real pleasure — without penetration, pegging, or a strap-on?
This is really what I am trying to understand.
I am not saying penetration is bad, and I am not saying women who enjoy it are passive. I know different people enjoy different things.
What I am struggling with is the feeling that heterosexual sex is so often imagined from the beginning as something a man does to a woman.
I want to know whether there are real ways for a woman to be the person who actively desires, touches, stimulates, and pleasures a man, while also enjoying her own body — without automatically being placed back into the role of the person being “done to.”
If you are a woman who prefers being the more active partner, or a man who genuinely enjoys being actively desired and pleasured by a woman, I would really appreciate hearing about your experience.
I’m not looking for porn recommendations. I’m trying to understand whether other people have ever felt this same discomfort, and what real-life sexuality can actually look like outside the usual script.
