Was looking to buy this game, but became skeptical after looking at the cover, there's so many white specs I have no idea what it is and the larger white spots near the face is throwing me off, could this be mold?

Just wanted some help or tips on trying to figure out the difference between mold on cards and just dirt or scuffs since I've been so worried of buying cards online (back of card image is of the Pikachu ditto) thank you!
