Is it just me being unlucky or are parliament issues intentionally useless

I really need extra monthly manpower? No manpower parliament issues for decades. Have some loans or inflation, no balance the budget for the entire game (it's been 350 years). What do I always get as parliament issues instead? Sponsor university (I have fully built all possible universities), increased feudal levies (I haven't used levies in a century), increased naval infrastructure (I'm at max sailor capacity with a strong monthly tick and the largest navy in the world).

It's really at the point where the only good thing about the parliament is changing laws when needed, or extra tax.

I don't get it.
