Wanting to fix these external window sills that have degraded from rain etc. Is it possible to sand them back, if so what techniques and tools are required?

Alternatively is it easier/cheaper to just replace them?

We are possibly looking to replace the windows at some point too. Is it best to do the job at the same time/can they be replaced without the windows being taken out.
